The last but not the least portfolio held by Sri A. Madhava Reddy was Panchayat Raj & Rural Development. Ironically the last responsibility taken up by him brought him to the roots of his political career. It is to be remembered that he had taken his first political step as a Panchayat Sarpanch and after enriching his political experience for almost two decades he returned to the Panchayat as the Minister. The young Sarpanch of the 80's with a vision had by now mellowed into a seasoned peoples man of the new millennium. He continued as Minister from where he stopped as Sarpanch. His vision of the 80's could now turn to reality. He went ahead with welfare measures for the people of Andhra Pradesh. The first step taken in this direction was to adopt a resolution in the Andhra Pradesh state Legislative Assembly requesting the G.O. 9 to cause an amendment to the 73rd Constitutional amendment for reintroduction of the 3-tier system in place of the present 5-tier system among the local bodies. This innovative step created sensation among the political circles of the State and the Centre and was much talked about and debated about. It gave officials of the other States a point to think about. Most of them welcomed this measure. Sri A. Madhava Reddy was also actively involved in giving shape to the Janma Bhoomi and DWACRA scheme. Even before wearing the mantle of Minister for Panchayat Raj, Sri A. Madhava Reddy envisioned clean drinking water without fluoride content for the people of the Telangana region. |
